Reasons you can be trusted to not abuse your powers: I would never abuse my power because I wouldn't want to put anyone in a bad situation if they didn't do anything wrong, and I don't like hurting people unless its absolutely necessary like unless someone was being inappropriate or harassing somebody else.
Helping members post in the CORRECT topic: yes I would do that, if they accidently put their post in the wrong section I will help teach them how to put it in the right one.

Fell what is the promotion to? Mod? And what does recruit mean?

Recruit just means you're new to the website, you don't exist in the Mod IT, Mod, or Admin groups. So your profile is set to a default, default members get a 'Recruit' under there name. To surpass the 'Recruit' rank you just have to make ten posts and you get the 'Private' rank and so on.
So to answer your question in simpler terms: this is the promotion to Moderator IT. The Mod IT is In Training and learning how our forum works, advising default members, and regulating their assigned board.
